Hazard analysis and critical control point training was held successfully
in Jingtai County of Gansu (June 23- 25, 2010)

Livestock Health Extension Services Project (LHESP) Gansu Office and Foreign Economic Affairs Office of Gansu Agriculture and Animal Husbandry Bureau together provided a three-day Hazard Analysis and Critical Control Point (HACCP) Training for 60 participants in Jingtai County from June 23rd to June 25th 2010. The participants were veterinary officers and veterinarians from the Gansu province’s prefectures, cities, counties and districts. Among them 27 (45%) were females and 3 (5%) were ethnic minorities.

The opening ceremony chaired by Mr. Zhang Jianyu Gansu PMO, and Assistant Director of Foreign Economic Affairs Office, Gansu Provincial Agriculture and Animal Husbandry Department. Mr. Xiao Jinyin, Deputy Governor of Jingtai County, delivered a welcome speech. At the ceremony, Mr. Zhou Shengmin, Deputy Director of Gansu Provincial Veterinary Bureau was also gave a speech in which he pointed out the quality and safety of animal origin products are one of the biggest challenge in China, and hoped that through the supervision and management capacity in animal epidemic disease prevention and control the animal feeds and food safety would be much better through the HACCP training. Dr. Alebel Yimen, LTTA, LHESP Gansu office, on behalf of the LHESP, welcomed all trainees to Jingtai for such a wonderful session and also made a brief introduction to HACCP application in agricultural and livestock products safety and control in Canada.

On the first day, Mr. Liu Shengyuan, Director of Gansu Provincial Technical Supervision Bureau, delivered presentations on “The Principle and application of HACCP in food safety management and in quality control, identification, supervision and management of organic agricultural products”; the second day was taken by Dr. Zhao Sijun from China animal health and epidemiological center who gave presentations on “The HACCP principles and application in poultry and pig farms and slaughter house management” and Prof. Wei Suocheng from Life science and Engineering Collage of Northwest China Nationalities University delivered a presentation on “The HACCP principles and application in animal feeds and veterinary drugs quality control supervision on the 3rd day morning. The third day afternoon was given to trainees to visit “Da Fuhao” Dairy Industry Company, Hongshui Township and Shengda breading pig farm, Luyang Township of Jingtai County. At the end, Dr. Alebel Yimam and Mr. Zhangjianyu made conclusions.

After the training session, all participants strongly agree that HACCP is an internationally recognized hazard prevention management system and should be used and extended widely in China. The importance kept in mind among the participants was that HACCP is based on technical and scientific principles and is a preventive system to assure the safety of food products through preventive actions rather than solving hazards in the end products. Hence, prevention of hazards cannot be traditionally accomplished by end product inspection, so controlling the production process with HACCP system offers the best approach to avoid hazards occurrence in the food production process.

Participants gave good ratings for the training from evaluation feedback, with 63.99% for excellent grade, 18.89% for better grade, 15.51% for good grade and 1.6% below good grade.
