The modernization of the veterinary public health system including the upgrading of the legal system to control epidemic diseases in China has generated the need to enhance policy implementation and enforcement. Through this activity, LHESP Chinese experts in animal health law enhance the capacity of national and provincial veterinary officers to enforce law. These trainees are trained with adult education methods to study law enforcement cases. In the future, the trained officers will be training additional veterinarians at the county and lower level on law enforcement.

The training activity was jointly carried out by Veterinary Bureau (MOA), China Animal Health and Epidemiology Center(CAHEC), Qingdao; Oriental Institute of Animal Health Law (OIAHL), FECC, LHESP, Agricultural Committee of Chongqing and Animal Health Supervision Institute of Chongqing. This workshop was attended by 101 participants from provincial and municipal animal health supervision institutes from the 31 provinces and regions of China.

The participants gained new knowledge and skills related to National and international Animal health law and regulations, Quarantine and supervision issues, Law enforcement case study, Participatory approach for training, Documentation formats through approaches of lecture, workshop, interactive workshop, Case study, Class room presentation and group discussions.

Mr. Wu Han, director of animal health regulations division of veterinary bureau of MOA and Dr. Javier Burchard, LHESP manager, made opening remarks for the workshop. Subsequently, Mr. Wu Han discussed about the process accomplished and his role as facilitator to implement the national Animal Health and Epidemic Disease Control Law. Mr. Shishangbai, LHESP expert in MTOT gave presentation on approaches of participatory training for agricultural extension. Mr. Huang Baoxu, the chief scientist of CAHEC presented on animal health international principles. Mr. Wang Zhongli, one of experts of CAHEC and a facilitator of the national regulation，the measures on administration of animal quarantine and inspection, gave a lecture on how to implement the regulation of animal quarantine management. Mr. Chen Xiangqian, and Mr. Chen Xiangwu, lawyers, from OIAHL gave presentations on animal health laws and administration before study cases were conducted in groups. Other experts, Mr. Deng Yong, Mr. Chen Donglai and Mr. Zheng Yaohui conducted study cases and Canadian LHESP Chongqing long term technical assistant, Dr. Tissa Galappathy, attended this activity.

During the wrap up discussion all trainees expressed their appreciation for the workshop saying the training meets their needs and they gained a considerable amount of knowledge during the 6 day training. The evaluation of the training shows that 0.00%, 0.50%, 1.79%, 18.57%, 79.15% are given to bad, poor, good better excellent respectively.

All trainees were awarded a certificate of qualification to be trainers after taking exams at the end of the activity.

A team of trainers at provincial level on animal health legislation was build up through this workshop. These officers or AHWs from province level, who are responsible for animal quarantine/inspection and epidemic disease prevention understand better the newly amended by-laws related to: measures on administration of Animal epidemic disease prevention criteria examination and verification and measures on administration of animal quarantine and inspection by MOA, and improve their enforcement capacity. These trainees gained adequate understanding on animal health law and regulations, developed good personal communication, interactive and social skills, and are capable to train veterinary officials at prefecture, city and county levels using participatory approach.
