Farmer cooperative capacity building training to
promote on farm food safety (OFFS) in the pilot county Yanqi, Xinjiang

 

In 2010 the Livestock Health Extension Services Project (LHESP) executed actions to promote the production of safe high quality milk at the demo farmer cooperative participating in the On Farm food Safety (OFFS) initiative. The first technical session was conducted on May 18-19, 2010 and resulted in the formulation of a plan to decrease milk bacterial counts using BMP applied to milking parlor management.

To support this initiative, as a parallel activity, a farmer cooperative capacity building training was designed for the demo farmer cooperative to enhance its technology transfer and extension capacity. The first session of farmer cooperative capacity building training was held on May 21, 2010.

Mrs. Guo Yanqin, farmer cooperative specialist from Xinjiang Finance and Economy University, was invited together with Mr. Hu Jun, Xinjiang LHESP CTA, to facilitate this activity. Mrs. Sang Hongxin, LHESP pilot county project officer, MTOT members Mr. Xu Houhua and Mr. Pang Hebiao chaired the activity. The one- day session was divided into three parts namely, facilitator illustration, group discussion and on-site check and examination. Following the implementation plan produced during the first technical training session; together with demonstrations, better overall understanding, and group discussion; the farmer cooperative developed their own action plan. This action plan was formulated on weekly basis, and the technical measures involved were divided and categorized into detailed concrete operational procedures. To promote sustainable coordination, support and collaboration between the demo cooperative stakeholders, the action plan was delivered to local AHB and milk processor.

In order to obtain an accurate assessment of current status, problem and shortcoming of the demo farmer cooperative in the area of technology application and extension, and to have better preparation for the subsequent activity, a questionnaire was designed and given during the training activity.

Through the training, the cooperative members unified their criteria on methodology to manage the implementation of the OFFS programs. The responsible MTOT members enhanced their awareness and understanding of the importance and need of strengthening capacity building of farmer cooperatives. This enhanced demo cooperative capacity will foster the production of safe high quality milk.
