Veterinary public health in-Canada study tour (July 18th - August 2nd, 2009)

In order to support the development of sustainable veterinary training programs in China, this study tour in Canada will expose senior decision makers and managers to advanced concepts of Veterinary Public Health (VPH) in Canada as well as programs and systems of livestock health extension delivery and veterinary continuing education.

Two MOA and five project provincial participants took part in the study tour; two of them were minorities (see appendix, participant namelist).

Highlights and Activities of the Workshop
I relation to policy knowledge, the participants were exposed to the World Organization for Animal Health (OIE) and World Trade Organization (WTO) requirements and how these protocols are applied in the Canadian system. The activities included meetings with Canadian Food Inspection Agency (CFIA). At the institutional level, participants gained understanding of the various organizations involved in the livestock health/food safety system in Canada, the roles and responsibilities of each, and how they collaborate on issues of mutual importance. At the level of individual skills and knowledge, they met with veterinary schools, the Canadian Medical Veterinary association (CVMA), provincial Veterinary Medical associations (VMAs) and government extension offices to gain understanding of veterinary qualifications, continuing education and the extension system in Canada.

The main institutions, organizations, associations and government extension offices that were visited and Canadian specialists who gave presentations on the topics mentioned above are listed in the following table:

Tour of University of Calgary Vet CollegeProcess of building a vet school and getting accreditation

Coordinator: Dr. Barry Stemshorn, Dr. Alebel Ewunetu Yimam, Dr. Clare Rennie, Dr. Terry Hunter, Mr. Sun Peiyuan.

During the study trip the participants studied very hard with great passion, curiosity and holding responsibilities for their duties to the regions where they came from. They asked a lot of questions related to animal health beyond topics that speaker gave.

The following represent a list of Knowledge enhancement disclosed by the participant during the debriefing meeting in Calgary.

  • Canada’s obligations and activities for OIE compliance

  • Disease surveillance, monitoring, control and reporting across Canada and what triggers a report to OIE. how information is fed into the system from across Canada

  • Evaluation of Performance of Veterinary Services – requirements and process

  • CFIA Laboratory System in Animal Health

  • One world, One health - the health of people, domestic animals, and wildlife and ecosystems of the world

  • Role and Responsibilities of the Canadian Animal Health Coalition

  • Biosecurity Measures for a company shipping cattle Genetics to International Markets

  • Milk Sampling Systems in Canada for milk components and animal health/disease indicators

  • Role of Diagnostic Laboratories in the Improvement of Animal/Human Health in Canada

  • The Role of Provincial Governments in Animal and Public Health in Canada

  • The Role of the Livestock Industry in Solving Animal and Public Health Issues

  • The features of Canadian Industrial organizations /coalition, professional associations, and roles that they play.

Trainees were quite satisfied with the VPH study tour, and extended great appreciation to LHESP for the careful design, excellent arrangement and provided valuable suggestions for future activities.

  • More arrangement of animal farms, slaughters and food procession for trainees to visit

  • Invite some federal officials to give some introduction to Canadian politic, economic, culture and history

  • Presentations given in Canada would better be in trainee’s hand in advance as well as be translated

  • More introductions to national animal disease control practices and actual problems solved
