Training course on veterinary policy, law and regulation held
in changbai korean minority autonomous county, Jilin province

 

The course related to Veterinary Policy, Law and Regulation was held in Changbai Korean Minority Autonomous County from April 22 to 24. The training’s great success is due to the great help and support of the AHB of Yanbian Prefecture.

There were 57 participants that attended this training; 54 male and 3 female of which there were 20 ethnic Korean. Most participants were from the Animal Sanitation Supervision Stations, the Animal Epidemic Disease Prevention and Control Centers and the Animal Husbandry Bureaus (AHB) of each city and county in Yanbian Prefecture. Mr. Zhou Zhiming, the head of Yanbian Prefecture, AHB also attended this course.

During the training, the head and the deputy head of Changbai Korean Minority Autonomous County, the secretary of Changbai Korean Minority Autonomous County government and the head of Baishan City AHB also attended and gave guidance for this training. The head of Changbai Korean Minority Autonomous County gave a speech on behalf of animal health workers of Changbai County to express their heartfelt gratefulness to us. ” ……welcome Canadian experts’ coming and delivering the knowledge for local animal health workers, we really appreciate this training can be held in Changbai Korean Minority Autonomous County with the support from LHESP and Yanbian Prefecture AHB. This is a great training which will facilitate animal husbandry development of Changbai Korean Minority Autonomous County and animal health improvement, and which has a profound effect on Changbai County people’s lives….”

Dr. Paul Schneider introduced the situation of veterinary practice in Canada and veterinary education, certification, roles and the appropriate government policy pertaining to veterinary service. Dr. Peter O’Donnell introduced the general situation of the CFIA. Mr. Liu Guiqiu together with the participants analyzed the Jilin Province professional veterinary examination management measures and Mr. Xu Longchun introduced the national professional veterinary innovation based on the "Professional Veterinary Management Measures" issued by MOA.

Through this training, the participants learned the new "Professional Veterinary Regulation" and discussed how to implement these regulations. They increased their understanding of the concept of a professional veterinarian, the contents of this regulation and policy, and the differences between official veterinary, professional veterinary and village veterinary. They also gained understanding of the professional veterinary examination system and the social situation and importance of animal health workers.

After this training, the participants felt more impetus to implement the professional veterinary regulations well. They plan to continue to study and extend their professional knowledge of these regulations. The goal is to implement the system of professional veterinary service based on national policy and guidelines in order to give better animal health service at a level equal to international standards.

According to the 40 completed feedback forms received, 99.79% of the respondents gave the highest score on all the 12 items of evaluation; 100% of them felt “satisfied with the training and its outcome”. They hope to have more opportunities to take part in such effective trainings so as to get more new information, concepts and advanced techniques.
