China regain
OIE membership on May 2007 therefore, China is committed to comply with standards promoted by the international community such as the OIE and
WTO. Effective Veterinary Public Health (VPH) policies have a profound impact on food safety and Human Public Health (HPH). One of the goals of the Livestock Health Extension Services project (LHESP) is to enhance the enabling environment to promote adequate VPH policies and support initiatives that enhance the interaction of VPH and HPH framed in the “One World One Health” initiative, supported by the Food and Agriculture Organization (FAO), World Organisation for Animal Health (OIE), World Health Organization (WHO), United Nations Children’s Fund (UNICEF),
World Bank and the UN System Influenza Coordinator (UNSIC). The promotion of international standards influences governmental policies, food industry, veterinary professionals and veterinary medicine teaching institutions. This results in an increased institutional capacity, at domestic and international level, to confront the spread of emerging or re-emerging infectious diseases (EID) where the interface of humans and livestock play a significant role. During this conference, knowledge of several countries with extensive experience in developing VPH and HPH policies was exchanged with Chinese VPH and HPH health institutions to promote a better understanding of policy horizons in China and in the international community.
The theme of the conference was “Policies to diminish the risk and minimize the domestic and global impact of diseases of animal origin, including zoonoses. The role of the policies in the consolidation of efforts to build the capacity of human and veterinary public health systems at the country level and promoting their collaboration in areas of common interest such as disease intelligence, surveillance, early detection, diagnosis, rapid response, education and research.”
This activity was organized by the Livestock Health Extension Services Project
(LHESP) and the Foreign Economic Cooperation Center,
MOA (FECC). The conference was held at Huadu Hotel, Beijing, Over 37 participants from
CADC,
CAHEC, Veterinary Bureau, Xinjiang, Gansu, Shaanxi, Sichuan, Chongqing, IMAR, and Jilin attended the activity. Most participants are veterinarians involved in Veterinary Public Health. Among them are 14 women and 3 minority representatives.
Mr. Zhou Qijiang, (DDG, FECC) Dr. Javier Burchard (LHESP, BPO), Dr. Francine Lord (DCVO,
CFIA) made opening speeches. Dr. Francine Lord (DCVO, CFIA) delivered One World, One Health, Objectives for Priority Emphasis as her opening remarks first, then covered Avian influenza – Preparedness and collaboration, Notifiable Avian Influenza zoning in Canada. Dr. Ma Shichun (DC, VPH, CADC) covered Technology and strategy for zoonosis prevention and control. Dr.Gordon Dittberner (LHESP, Former DG CFIA) introduced Eradication of bovine brucellosis in Canada and covered The role of the veterinary profession in contributing to national animal health policies. Dr. Vincent Martin (FAO) covered Contribution to One World, One health, The GLEWS-A strategic framework for Reducing Risks of Infectious Diseases at the Animal–Human–ecosystems Interface. Prof. Chen Xiangqian (CAHEC) presented his Study on Animal Health Countermeasures toward Serious Natural Disasters. Dr. Kevin Chen (SADP, CCAG) presented Demand-driven Agricultural Extension Service and the Application in Western China-Experience and Lessons Learnt from China-Canada Agriculture Development Program. Dr. Paul Schneider (LHESP,Jilin) covered Public and Veterinary Health Policy : A Canadian Veterinary Practitioner’s Perspective. Dr. Peter O’Donnell (LHESP, CFIA) covered Quality Management Systems. Dr. Shiyong Wang (WB, Beijing) covered "Putting One World One Health Into Practice"- Experience from China. Dr. Feng Jinglan (D, AHPA) gave a lecture of Introduction to animal drug manufacturing in China.
During this conference, knowledge from different countries with extensive experience in developing VPH and HPH policies was exchanged with Chinese VPH and HPH health institutions to promote a better understanding of policy horizons in China and in the international community. The workshop increased awareness on National Policy Strategy Planning. “We learn many new concepts from the workshop that are relevant and applicable to our daily work.” the participants said.
