Important epidemic disease control management
and regulations for accredited veterinarians

 

A two-day training of important epidemic disease control management and regulations for accredited veterinarians was held in Xi’an Times Hotel from March 16-17, 2009 according to The Proper Procedure Protocol for 2009 Important Animal Epidemic Disease Vaccination which MOA issued to deal with the situation of Shaanxi Province before spring vaccination. The purpose was to train the participants on effective control of important animal epidemic disease, reduce the impact of animal epidemic disease, to ensure the proper development of Shaanxi provincial animal husbandry, the safe trade of animal and animal products, and the protection of human health.

The main contents were the status and countermeasures of the important animal epidemic disease prevention and the control at present; Immunization solutions of the important animal epidemic disease prevention and control in 2009; information network construction and management of China’s animal ID and traceability system. Biosecurity for the swine and cattle farm in Canada were also presented during the 2-day’s of training.

In total, 60 trainees from each prefecture animal health inspection institute attended this training session.

Gao Juxing, Director of Shaanxi Animal Health Inspection Institute, chaired the opening ceremonies. Shi Xingwu, Deputy Director of Shaanxi Animal Husbandry Bureau and Marvin Genno, LTTA of LHESP Shaanxi site, gave opening speeches. Dr. Marvin Genno thanked all attendees attending this training, first, he expressed that he would like to learn with the trainees about the experience of China controlling important animal epidemic disease, as well, he would like to share the Canada experience on Biosecurity. Director Shi emphasized that, the animal inspection institute at each level should pay careful attention to animal vaccination work, especially on key time, key area and key process of animal vaccination to achieve good immunization. Good immunization is the key to preventing epidemic disease outbreaks. Therefore it is important to have good training and surveillance of vaccination for animal health inspectors.

Dr. Paul Schneider, STTA of LHESP Jilin Province site, Dr. Marvin Genno, LTTA of LHESP Shaanxi site, Gao Juxing, Director of Shaanxi Animal Health Inspection Institute, Wang Hua and Dai Dehua, veterinaries of Shaanxi Animal Health Inspection Institute gave presentations on status and countermeasures of the important animal epidemic disease prevention and control at present: Immunization solutions; Interpretation of the important animal epidemic disease prevention and control in 2009; Foot and Mouth disease; Rabies vaccination measures; information network construction; management of China’s animal ID and traceability system; Biosecurity for the swine farm and cattle farm in Canada respectively.

Presentations on Biosecurity from the two Canadian experts aroused interest of all the trainees. At the beginning, Dr. Paul Schneider briefly introduced what is Biosecurity and its essentials, and let everyone think about how to develop a Biosecurity plan. He then introduced concepts of Biosecurity by using a swine farm as an example. Dr Marvin Genno introduced the operation of beef farm and dairy farms in Canada as well as how to control animal disease and improve beef reproduction by using Biosecurity measures. Mr. Gao Juxing spoke about the guideline of MOA for 2009 important animal epidemic disease vaccination work, and the arranged spring vaccination work of Shaanxi province. Mr. Wanghua presented how to conduct good vaccination of rabies and swine fever as well as some common animal diseases of Shaanxi area; Mr. Dai Dehua presented the management of animal ID and animal epidemic disease traceability system information website, e.g. data collection, input and analysis.

After the training was complete, most of trainees had good feedback of this training. They all expressed that, they were not only learned the guideline of 2009 important animal epidemic disease of central government, but also had a better understanding of Canada’s use of Biosecurity to control disease. They said they will use Canada’s Biosecurity methods as a reference in their future work.
