Annual Provincial Assessment Workshop was held at Rongchang, Chongqing on November 12, 2008 to identify progress, issues and best practices for implementation of new policies within the Municipality of Chongqing. Based on the findings of discussion and assessment, the successful achievements of pilot project, lessons learned, provincial priorities and new policy and regulatory issues are selected for the national policy conference and are carried forward in the next AWP development. The policy specialists, Dr. Gordon Dittberner, Ms. Feng Jinglan, and Mr. Li Baogen from BPO, Dr. Jane Pritchard, Chongqing LTTA as well as other 20 people as provincial and county-level managers, 5 females among them, attended the workshop. Rongchang Press was invited for advertising the significance of project.
The targets of the activity are as follows:

To increase support for the development of strategic policy, environment of a dynamic policy approach and the creation of an enhanced uptake of the veterinary system reform at the provincial level

To help build a sense of policy skill for policymakers, senior managers and animal health working staff in the area of animal health improvement.

To move towards a shared vision in formulating policies and strategies that will help achieve the result of better performance within the animal health service Mr. Jin Chengfan, the deputy head of Longjing AHB, began the
meeting by reading the Notification of Animal Medicine Waste
Management issued by the Longjing AHB.
The workshop was composed of presentations and an open discussion section:
I. Presentation by Canadian Policy Specialists:

Familiarizing the participants with international and Canadian policy trends and the four primary objectives and principles of the OIE.

Emphasizing the current concept of “One World, One health and One Medicine”advocated by OIE and other international organizations dedicated to the health of both human beings and animals, helping channel new trend of Chinese policy and accelarate cross collaboration between human doctors and veterinarians.
II. Open discussion section

The progress of Chongqing disease free zone and comparison with Canadian Situation.

How does government take measures to motivate the enthusiasm of producers to support disease prevention? Should enhance the publicity and education to producers, improve the compensation system and get support from industrial association for persuasive purpose. Producers’ understanding is regarded to be essential to the issue.

Disposal of veterinary medical waste. Collaboration by doctors and veterinarians, the medical waste should also base on the cooperative pricinple.

Better understanding of Chinese veterinary drug supervision system and monitoring determinants with respect to manufacturing and marketing.

The Certificate of Qualification and licensing procedure for Veterinarians in Canada.

MTOT training direction: moving from teaching methology to technical knowledge for the next phase to promote extension training for veterinarians in a comprehensive way.
