THE CANADA-CHINA LIVESTOCK FEED INDUSTRY PROJECT The China-Canada Feed Industry Project (CCFIP) is a bilateral assistance project, funded by the Canadian International Development Agency (CIDA) in cooperation with the Ministry of Agriculture (MOA) of the People’s Republic of China. The CCFIP has been implemented since 1997 with the initial activities being primarily focused on the development of the Ministry of Agriculture Feed Industry Center (MAFIC) at China Agriculture University (CAU) in Beijing. As well, the project formed the basis for extension of technology and training to all aspects of the feed industry and for feed safety programs. MAFIC consists of a world-class laboratory, teaching facilities and an adjacent pre-mixing processing plant that has proven to be a valuable income-generation opportunity to ensure sustainability. It now provides well-recognized research, comprehensive feed analysis; feed industry related training and technical services to the feed industry and has a functional cooperating network of over 100 feed mills throughout China. The project continued to provide essential technical assistance and training to the MAFIC institution in support of its role as a nationally designated reference laboratory for specific analysis and training in relation to feed and food safety programs. MAFIC provides courses and research facilities for students seeking graduate and undergraduate degrees. It also conducts basic research plus concentrates on applied research projects to address specific problems that have been identified by the feed industry. In addition, MAFIC provides technical services, training and extension courses, information technology (IT) through its website: www.mafic.ac.cn, reference libraries, database and quality control methodologies (including feed analysis and least cost ration formulation). MAFIC along with CCFIP has been instrumental in introducing new technologies and providing a quality of service that is well recognized throughout the industry and has supported professional and commercial linkages domestically and internationally. During the past few years, the CCFIP began to cooperate more directly with the National Feed Office of MOA to develop work plans and specific project activities in support of the implementation of a national feed safety program. This essentially involved training and technical assistance for the revision of national standards and technology transfer related to feed safety, laboratory upgrading for testing and analysis and a system for inspection and monitoring through the national and regional feed testing centers. This nationally funded feed safety program was intended to ensure feed safety and, ultimately safe food from animal products that will meet international standards in the context of China’s recent WTO accession. The program is primarily based on the Canadian model and empathizes the application of Hazard Analysis at Critical Control Points (HACCP) in the feed industry concurrently with effective strategies to ensure compliance throughout the feed industry. The third focus of the CCFIP has been the further enhancement
and implementation of income generation models for poor, small
farmers found in nationally designated poverty counties. This
activity is being conducted in cooperation with the technical
service programs of cooperating major feed mills operating in
those areas and which are providing the bulk of the financial
