  Agriculture Advisor (Canadian Embassy)

The Canadian International Development Agency (CIDA) is a department of the Canadian federal government responsible for delivering official development assistance to developing countries. Working with government agencies, non-governmental organizations and local communities, CIDA projects in China cover a wide range of priorities, including sustainable agriculture programming.

CIDA has offices at the Canadian Embassy and the Canada-China Cooperation Support Unit (CCCSU) in Beijing. Given the increasing workload, CIDA wishes to engage a Consultant as an Agriculture Advisor to perform the following services:

Under the direction of the Embassy Officer, the Consultant will:

  • Conduct research and prepare technical reports, including, among other things, background analysis, issue analysis and institutional analysis;

  • Conduct analysis of project proposals, such as concept papers, unsolicited proposals, and proposals to CIDA Industrial Cooperation Program;

  • Construct a roster of local individuals and institutions as support for on-going project delivery;

  • Review and comment on project reports, including project implementation plans, annual work plans, progress reports, financial reports and completion reports;

  • Assist the Embassy Officer to monitor the progress of projects, including travel to projects sites;

  • Prepare project, program, country and issue briefings;

  • Develop mission programs, organize and participate in mission activities;

  • Liaise with Chinese partners, bilateral and multilateral donor organizations;

  • Translate documents from English to Chinese and/or from Chinese to English and interpret for meetings;

  • Attend meetings on behalf of the Embassy Officer and prepare meeting notes;

  • Perform other tasks assigned by the Embassy Officer from time to time.

Starting Date: October 2005

Professional Fees: Commensurate with experience. No benefits are included (social insurance, taxes, housing and other benefits are solely the responsibility of the consultant).

Candidates applying for the position should meet the following requirements:

  • Post-Graduate University degree in agriculture or related field from a recognized university, specialized in land resource management, food systems, animal husbandry or crop sciences, etc.;

  • Minimum of five years of working experience in agriculture, land resource management, as well as project coordination or management;

  • Experience in providing technical support and advice in the development of programs and projects and experience in evaluating proposals;

  • Working experience with international organizations or donors;

  • Good knowledge of agriculture issues in China, most specifically in Western China;

  • Knowledge of capacity development and gender issues;

  • Strong command of English and Chinese (Mandarin) including reading, writing and speaking;

  • Excellent report writing skills;

  • Good organizational and coordination skills;

  • Good interpersonal skills;

  • Ability to function as a team member;

  • Willingness and ability to travel to remote and hardship areas;

  • Ability to work under pressure.
