Position Summary

The Financial Officer will work under the supervision of Program Administrator and will be primarily responsible for financial duties related to the implementation of the Small Farmers Adapting to Global Market project (SFAGM) and Sustainable Agricultural Development Project Phase II (SADP).

Duties and Responsibilities

The Financial Officer under contract to Agriculture & Agri-Food Canada (AAFC), will be responsible to:

Finance

  1. Prepare and photocopy Beijing Program Office (BPO) monthly expense claims, financial tracking sheets and reconciliation;

  2. Prepare the variance reports on basis of accurate information/data;

  3. Check that receipts accompany all expenses;

  4. Check that training activities have correct activity numbers;

  5. Verify per diems against allowances;

  6. Verify the local consultant fees against the qualification/contract;

  7. Transfer the advances to PFOs as required;

  8. Audit all expenses of BPOs/PFOs;

  9. Inform PFOs/LTTAs of the changes of the expense claims;

  10. Make payment for the bills by cash or bank transfer after auditing and being approved by Project Manager;

  11. Check the photocopies of PFOs' financial documents and receipts submitted by the PFOs;

  12. Assist in tracking the payments of contracted project activities against the agreed amount;

  13. Assist in preparation of workplans and financial reports as required;

  14. Arrange for office procurement for BPO & PFOs.

Personal suitability

  1. College Graduate with the major of accounting;

  2. Above two years related working experience;

  3. Proficiency in both spoken and written English and Chinese;

  4. Highly organized. Outgoing personality. Pleasant, courteous and helpful;

  5. Ability to access e-mail, electronic calendars, and other office support softwares;

  6. Professional appearance and presentation.

Salary Range:  Commensurate with qualifications
