Position Summary
The Small Farmers Adapting to Global Markets Project under China-Canada
Agriculture Development Program has two crop pilot projects in Sichuan
and requires a pilot project coordinator for the project field office
located in the pilot project counties (Pengzhou City and Santai County
of Sichuan Province) to carry out certain responsibilities related to
the needs of the project. The pilot project coordinator will be
temporarily resident in Pengzhou City and able to mobile to do the work
in both Pengzhou and Santai. He/she will work under the supervision of
the Assistant Manager based in the Beijing Program Office and together
with the Canadian Short-Term Technical Advisor (STTA) as required.
Duties and Responsibilities
The Pilot
Project Coordinator under contract to Agriculture & Agri-Food Canada
(AAFC), will be responsible to:
1. Project Coordination
-
Liaise closely
with Canadian STTA, Chinese STTA, Chinese counterpart bureaus and
organizations all matters related to effective project
implementation;
-
Assist in
establishing the project field office (PFO) in the county;
-
Assist in managing
the effective implementation of sub-contract and local consultants
in accordance with project outcomes and outputs;
-
Provide
translation and interpretation to Canadian STTAs in their
interactions with Chinese counterparts to ensure effective and
accurate communication;
-
Translate English
and Chinese documents, correspondences as necessary;
-
Provide inputs to the agricultural program website (www.ccag.com.cn)
and coordinate the submission of technical materials and field
activities information to BPO website coordinator and/or website
technical maintenance personnel in Beijing;

Coordinate the implementation of the project gender strategy in the
pilot project areas to ensure appropriate levels of women’s
participation in all activities;
-
Coordinate the implementation of the project environmental strategy
in the pilot project areas to ensure environmental sustainability
incorporated in all activities;
2. Training
-
Assist in managing
the effective implementation of sub-contract and local consultants
in accordance with project outcomes and outputs;
-
Coordinate
training programs related to agriculture extension and Train the
Trainers (TOTs) in the province/county to ensure their effective
design, planning, implementation and evaluation;

Provide
administrative and logistical assistance as required for delivery of
workshops, seminars and training programs in the province/county;
-
Submit specific training activity planner to BPO fro approval prior
to delivery;
-
Compile training database of the all in-province training and feed
such information on a regular basis to the BPO;
3. Administration
-
Effectively manage
operation and maintenance of PFO facilities;
-
Update office
procurement database;
-
Arrange for
meetings as directed;
-
Manage filing;
4. Finance
-
Liaise closely
with Beijing Program Office on financial dealings;
-
Prepare monthly
budget for field office;
-
Prepare monthly
expense claims and summary ledger;
-
Provide detail description of expenses in English on the receipts;
-
Offer the supporting papers/documents as detail as possible,
such as the name list of trainees for the training expense claim;
-
Verify the receipts against expenses;
-
Verify per diems against allowances;
-
Make photocopies of all expense claims and the receipts; keep one
set of copies at field office and send another set to BPO with the
original ones;
5. Travel Arrangements
-
Assist in
preparation of itinerary for Canadian & Chinese STTA or colleagues
from BPO or Ottawa headquarter office at AAFC related to the visits
to pilot project site;

Assist in
arrangements of local logistic for Canadian & Chinese STTA or
colleagues from BPO or Ottawa headquarter office at AAFC related to
the visits to pilot project site;
6. Workplans/Reports
-
Develop annual
workplan including activity sheets for pilot project in consultation
with local partners and BPO;
-
Submit quarterly
based activity table for pilot project to BPO at the end of previous
quarter and update the information as required;
-
Update activity sheets after the activity delivered;
-
Submit weekly and monthly progress updates to BPO at the end of
previous week;
-
Write semi-annual and annual progress reports and other related
documents as required;
Qualifications and Minimum Requirements
Residence in Sichuan.
Bachelor's degree required. Advanced
degree in agricultural field preferred. Good knowledge of canola and
vegetable.
Proven proficiency in English.
Demonstrated written and oral communications skills.
Five years experiences on agricultural
field. Experiences on international project preferred.
Ability to work effectively on
multiple issues/tasks under extremely tight deadlines.
Willing to travel and ability to work
in the county.
Computer software and other
communication tools proficiency.
