Job Description

Position Name     Project Officer

Reports to           Project Director or his designation

Position Summary

China-Canada Agriculture Development Program requires a Project Officer for the project field office in Gansu to carry out certain responsibilities related to the needs of the project. The project officer must be currently resident in Gansu province and will work under the supervision of the Project Manager/Assistant Manager based in the Beijing Program Office and together with the Canadian Long-Term Technical Advisor (LTTA) in the provincial field office (Lanzhou, Gansu).

Duties and Responsibilities

The Project Officer under contract to Agriculture & Agri-Food Canada (AAFC), will be responsible to:

1.  Project Operations

  • liaise closely with Canadian LTTA, Chinese LTTA, Chinese counterpart bureaus and organizations all matters related to effective project implementation;

  • assist in establishing the provincial field office (PFO) in the provincial capital, and the county field office (CFO) in the counties;

  • assist in managing the effective implementation of sub-contract and local consultants in accordance with project outcomes and outputs;

  • provide translation and interpretation to Canadian LTTAs in their interactions with Chinese counterparts to ensure effective and accurate communication;

  • translate English and Chinese documents, correspondences as necessary;

  • provide inputs to the agricultural program website (www.ccag.com.cn) and coordinate the submission of technical materials and field activities information to BPO website coordinator and/or website technical maintenance personnel in Beijing;

2.  Training

  • assist in managing the effective implementation of sub-contract and local consultants in accordance with project outcomes and outputs;

  • coordinate training programs related to agriculture extension and Train the Trainers (TOTs) in the province/county to ensure their effective design, planning and implementation;

  • provide administrative and logistical assistance as required for delivery of workshops, seminars and training programs in the province/county;

  • prepare/edit training activity planners;

  • assist the training activities as needed;

3.  Administration

  • coordinate with Chinese counterpart bureaus to renew Canadian LTTA’s certificates, including expert card, visa, residence permit;

  • assist with mobilization/demobilization of LTTA and field staff;

  • effectively manage operation and maintenance of PFO facilities;

  • update office procurement database;

  • arrange for meetings as directed;

  • performs typing and transcription duties as required;

  • receive and transfer telephone calls, take messages as requested;

  • manage filing;

  • manage subscriptions;

4.  Finance

  • liaise closely with Beijing Program Office on financial dealings;

  • prepare monthly budget of field office;

  • prepare monthly expense claims and pivot table;

  • check that receipts accompany all expenses;

  • check that training activities have activity numbers;

  • verify per diems against allowances;

  • make photocopies of all expense claims and receipts;

5.  Travel Arrangements

  • assist in preparation of itinerary;

  • book airline/train tickets and hotels as requested;

  • arrange for pick-up service;

6.  Reports/Workplans

  • assist the LTTAs in the preparation of updates, work plans, progress reports and other documentation or reports as required;

  • assist the LTTAs in the preparation of Requests for Proposals (RFP’s) and other documents to support tendering for sub-projects and local consultants;

  • assist the LTTAs to format, edit reports/workplans.

Qualifications and Minimum Requirementsts

  1. Chinese nationality with comprehension competency of local dialect.

  2. Local resident.

  3. Bachelor’s degree required. Advanced degree in agricultural field preferred.

  4. Proven proficiency in English. Demonstrated written and oral communications skills.

  5. Three to five years experiences on management and agricultural field.

  6. Ability to work effectively on multiple issues/tasks under extremely tight deadlines.

  7. Ability to work in the county.

  8. Computer software and other communication tools proficiency.

Salary Range   Commensurate with qualifications.
