Position Summary

The Project Officer (PO), working under the supervision of the Project Director and in close cooperation with the project team, will be mainly responsible for the communication strategy, gender equity and logistical duties related to the implementation of the Sustainable Agriculture Development Project.

Duties and Responsibilities

The Project Officer under contract to Agriculture & Agri-Food Canada (AAFC), will be responsible to:

  • Provide liaison and communication between the Beijing Program Office and the provincial field offices in Sichuan, IMAR, Gansu, Xinjiang, Hunan and Hubei and their counterparts including reporting, logistics, financial management and personnel;

  • Coordinate training programs at the national level to ensure their effective design, planning and implementation and maintain the overall project training database;

  • Manage the project communication strategy including but not limited to newsletters, website, brochures and other announcements;

  • Support the Assistant Manager in monitoring, scheduling and implementation of the project Environmental Impact Assessment work;

  • Coordinate with local partners to ensure that terms of reference, letters of invitation and logistics are arranged in support of Canadian short term and long-term technical assistance staff;

  • Coordinate the project GE network and implementation of the gender strategy to ensure appropriate levels of women’s participation in all activities;

  • Provide administrative and logistical assistance as required for delivery of workshops, seminars and training programs;

  • Assist in the preparation of work plans, progress reports and other documentation or reports as required;

  • Assist the Assistant Manager and Project Director with appropriate liaison with the Chinese Implementing Agency (FECC/MOA) and other relevant ministries, departments and agencies;

  • Facilitate the organization of the Central Coordinating Committee, and participating as a resource and observer.

  • Provide information and intelligence, written or verbally in English, gathered from a network of key contacts, scrutiny of press articles, the Internet or by other means that is relevant to the effective implementation of the Project.

  • Provide other assistance as required to ensure the effective implementation of the project.

Qualifications and Minimum Requirements

  1. Chinese nationality.

  2. Bachelor's degree required. Advanced degree in agriculture or related field preferred.

  3. Proven proficiency in English. Demonstrated written and oral communications skills.

  4. Three to five years of experience in management, preferably in an agricultural field.

  5. Ability to work effectively on multiple issues/tasks under extremely tight deadlines.

  6. Proficiency with computer software and other communication tools.
