Position Summary

This is a part-time capacity building position in the Sustainable Agriculture Development Project Phase II (SADP II). The successful candidate must be able to work as part of a team, take instructions and carry out project related activities under the guidance of more experienced personnel. The Project Officer (Technical) will be primarily responsible for training and logistical duties related to the implementation of the SADP II.

Duties and Responsibilities

The Project Officer (Technical) under contract to Agriculture & Agri-Food Canada(AAFC), will be responsible to:

1. Project Operations

  • Liaising with the Canadian Conservation Tillage Specialist (CTS), local Long-Term Technical Assistant, Project Officer (PO) and Canadian Long-Term Technical Advisor (LTTA) to assist them in daily project activities;

  • Provide verbal translation into minority languages from Chinese or English;

  • Translate non-complex English and Chinese documents as requested by the LTTA and the PO;

  • Assist in the county selection process and baseline information gathering;

  • Conduct baseline surveys and keep detailed notes as requested;

  • Perform some verbal translation for the LTTA if needed;

2. Training

  • Assist the LTTA, the PO and the counterparts in organizing and carrying out training activities/demonstration sites at the county/township/village level when needed;

  • Input training evaluation data, maintain the training database and submit to Beijing Program Office;

  • Assist the LTTA in developing or procuring specific training material;

3. Reports and Workplans

  • Compile reports and information as requested by the LTTA and the PO;

  • Input data as requested.

Qualifications

  • Chinese nationality with comprehension of at least one minority language (Uyghur or Kazak).

  • Local resident in Xinjiang Uyghur Autonomous Region.

  • Minimum of a Bachelors Degree in Agriculture or related field and working towards advanced degree preferred.

  • Proven proficiency in English and Chinese. Demonstrated written and oral communications skills.

  • Experience in farming or agriculture related work and knowledge of geography and environmental conditions in various regions of Xinjiang.

  • Experience in teaching.

  • Willing to travel and spend time in pilot counties if needed.

  • Patient, friendly, outgoing, like working with people and eager to learn and communicate new ideas, methodologies and concepts.

  • Be able to take instructions from other more qualified personnel, complete tasks as assigned and meet deadlines.

  • Ability to type in Chinese and English and proficiency with computer software, i.e. Microsoft Word, Excel, Power Point, Email, Uyghur Soft or Kazak Soft, and other communication tools.

Qualifications:  Commensurate with qualifications.
