Timing 5 years position (annual contract renewable)
Working Place Urumuqi (Xinjiang), Yanji (Jilin province)

Background

China Canada cooperation Livestock Health Extension Services Project (LHESP) is funded by the Canadian International Development Agency (CIDA). It aims at supporting poverty reduction in Western Regions and the reform of monitoring, reporting and containment of animal diseases to meet WTO standards. The LHESP will be implemented from 2006 to 2010 in the western provinces of Xinjiang, Gansu, the Inner Mongolia Autonomous Region (IMAR), Shaanxi and Sichuan as well as Chongqing and YanBian prefecture of Jilin.

Livestock Health Extension Services Project requires Project Administrators for its field project offices in Urumuqi and Yanji to carry out certain responsibilities related to the needs of the project. The project Administrator will work under the supervision of Canadian Provincial Site Manager (CPSM) in the provincial field office.

Responsibilities

The Provincial Project Administrator will provide support to the Canadian Provincial Site Manager (CPSM) in all aspects of project administration, logistics and financial book keeping and reporting. The detailed duties will include, but not be limited to:

1. Financial Accounting and Related Activities

  • Complete provincial site requisition and bank ledgers and submit to the Beijing Project Office (BPO);

  • Maintain the petty cash box and all associated accounting;

  • Photocopy financial transactions;

  • Translate all receipts into English;

  • Payment of cell phone and office charges of the CPSM;

2. Project Administration, Office Operations and Logistics

  • Filing system set-up and management;

  • Make local travel arrangements and accommodation as necessary for STTAs, LTTAs etc;

  • Visa/Passport arrangements and renewals for LTTAs and STTAs;

  • Ensure that LTTA timesheets are couriered to Calgary each month;

  • Maintain working files for all STTAs;

  • Monthly courier to Calgary with all documents as necessary;

  • Purchasing office supplies;

  • Index file for journals;

3. Training Program Support

  • Assist with workshop and training preparations;

  • Make sure all training activities have numbers;

  • Maintain the local training database under the direction of the CPSM and the Provincial Assistant Manager (PAM);

4. Management and communication

  • liaison with local Chinese partners;

  • assist interpretation for LTTA and STTA;

5. Other

  • Miscellaneous errands and jobs and requested by the CPSM.

Requirements

    1. Chinese nationality.

    2. Bachelor’s degree required.Advanced degree in agriculture or related field preferred.

    3. Proven proficiency in English. Demonstrated written and oral communications skills.

    4. Three to five years experiences in management, preferably in an agricultural field.

    5. Ability to work effectively on multiple issues/tasks under extremely tight deadlines.

    6. Ability to work in the team.

    7. Proficiency with computer software and other communication tools.

Salary Range     Commensurate with qualifications.
