Background
China Canada cooperation Livestock Health Extension Services Project (LHESP) is funded by the Canadian International Development Agency (CIDA). It aims at supporting poverty reduction in Western Regions and the reform of monitoring, reporting and containment of animal diseases to meet WTO standards. The LHESP will be implemented from 2006 to 2010 in the western provinces of Xinjiang, Gansu, the Inner Mongolia Autonomous Region (IMAR), Shaanxi and Sichuan as well as Chongqing and YanBian prefecture of Jilin.
Livestock Health Extension Services Project requires Chinese Technical Advisors (CTA) for its field project offices in Chongqing and Xian to carry out certain responsibilities related to the needs of the project. The Chinese Technical Advisors will work under the supervision of Canadian Provincial Site Manager (CPSM) in the provincial field office.
Rational and
Requirement
The Chinese Technical Advisor (CTA) will provide support to the Canadian Provincial Site Manager (CPSM) in all aspects of project planning, implementation and monitoring and take a key role in strategic planning, liaison and negotiating with the Chinese stakeholders. An important part of this assignment will be to communicate to the various project partners and develop support for the basic precepts and working procedures of the project such as participatory activities, gender equality with which they may not be familiar and may even resist.
In order to successfully fulfill this mandate the individual selected for this position will need to have the following qualifications:

technical
expertise in animal health and extension;
-
an intimate
knowledge of the Chinese bureaucracy and management styles;
-
an ability to work
in a collaborative manner with Chinese government departments;
-
experience working
with foreign consultants and multi-disciplinary, multi-stakeholder
teams; and,
-
experience with
RMB methods and, ideally, CIDA project management system.
The Chinese Technical Advisor (CTA) will have an academic background and training in animal health and an understanding of design and delivery of training and certification programs. S/he will have an excellent understanding of international animal health systems and their standards. Additionally, s/he will be familiar with RBM methods, participatory approaches, and mainstreaming of gender, ethnic and environmental issues.
Responsibilities
The Chinese Technical Advisor (CTA) will be a senior member of the project team and will be expected to work closely with the (CPSM) to help in the management and delivery of the project in accordance with the stated expectations of the governments of Canada and the People’s Republic of China. In doing this s/he will exercise good judgment and keep project goals and objectives clearly in view.
The responsibilities of the Chinese
Technical Advisor will include, but not necessarily be limited to the
following:
1. Contribute to effective partnership between the Chinese and Canadian
implementing agencies, local agencies and beneficiaries, NGOs and other
projects:
-
cooperate closely and harmoniously with the CPSM;
-
work in a participatory manner and to apply the concept of results
based management as a fundamental element of the approach to project
delivery;
-
liaise effectively with the Provincial, Prefecture, County and
Township government officials to secure their cooperation and
ongoing support;
-
work with the CPSM on the implementation of the project by
supporting the Provincial Project Implementation Team (PPIT)
including the staff of the Project Office, Canadian and Local
Technical Consultants, other counterpart staff seconded to the
project by the AHB and, as relevant, local government staff assigned
to work on project activities;
-
coordinate the CPSM to establish relationships with other donors
active in related programs to learn from their experiences and
identify appropriate opportunities;
-
assist the CPSM in
networking with various non-government organizations that has actual
or potential capacity to provide assistance to project management
initiatives;
2. Provide input to overall planning and
management of the project, including:
-
input to strategic and operating plans;
-
development of
policies and procedures;
-
design and
delivery of management training;
-
coordination of
Chinese and Canadian consultants;
-
preparation of
annual work plans, budgets and technical/management reports;
3. Contribute to the smooth operation and
accountability of the provincial project office:
-
oversee the daily operation of the LHES project office;
-
assist with the
preparation of administrative documents for CIDA;
-
oversee the
maintenance of all RBM record keeping systems under the guidance of
the Beijing office; and,
-
coordinate with
the Beijing office to ensure accurate and timely transfer of funds
and financial reporting for project activities;
-
assist interpretation for LTTA and STTA if needed;
4. Contribute to the design and
implementation of technical assistance programs:
-
assist in capacity assessments and developing capacity development
plans;
-
work in
conjunction with the CPSM in designing models and program materials
for use in local project activities;
-
organize local
training activities;
-
provide assistance
to Canadian technical advisors during their mission to China;
5. Take a leading role in monitoring the
quality of technical assistance and project outputs:
-
be activity involved in the monitoring and support of the in-China
training and technical assistance program in the province, assuring
that objectives and terms of reference are clearly understood and
that constructive feedback and recommendations for continuous
improvement of the training programs incorporated into the iterative
planning process;
-
work with the CPSM
to monitor and evaluate the performances of local consultants
employed by the project to ensure that they are fulfilling their
terms of reference and doing reliable and good quality work; and,
-
assist the CPSM to
monitor and evaluate the performance of international teams assigned
to undertake specified tasks.
Qualifications
-
Chinese nationality.
-
Master’s degree with proven academic qualifications and/or work
experience in a veterinary medicine or public health field.
-
Over 5-10
years experience in the animal health field. Experience in project
management, especially management of international projects.
-
Proven
proficiency in English. Demonstrated written and oral communications
skills.
-
Understanding of Chinese government systems, especially as related
to animal health and husbandry.
-
Ability
to work effectively on multiple issues/tasks under extremely tight
deadlines.

Ability
to work in the team.
-
Computer
software and other communication tools proficiency.
Salary Range
Commensurate with qualifications.
